Full List of Cabinet Secretaries as Nominated by President Ruto in July 2024

President William Ruto on Wednesday, July 24, nominated the second half of his proposed Cabinet, which is now awaiting vetting and approval from the National Assembly. 

The second half of the Cabinet will see the return of 4 previous members of the Cabinet - Murkomen, Alfred Mutua, Justin Muturi, and Salim Mvurya.

The President also made good his promise to form a government of national unity, including members of the opposition party - ODM in the new proposed Cabinet. 

Among ODM politicians who have been nominated include - ODM Chairman John Mbadi, ODM deputy party leaders Hassan Joho and Wycliffe Oparanya, and Leader of the Minority in the National Assembly Opiyo Wandayi. 

The new announcement follows an initial list released on Friday July 19 2024, where he named 11 new Cabinet Secretaries nominees. The initial  announcement saw 6 out of 11 CSs return to the cabinet.

2. Ministry of Health - Dr. Deborah Baraza

3. Ministry of Lands, Public Works, Housing, and Urban Development - Alice Wahome

4. Ministry of Education - Julius Ogamba

5. Ministry of Environment, Climate Change, and Forestry - Aden Duale

6. Ministry of Agriculture and Livestock Development - Dr. Andrew Muhia Karanja

7. Ministry of Defence - Soipan Tuya

8. Ministry of Water, Sanitation, and Irrigation - Eric Muga

9. Ministry of Roads and Transport - Davis Chirchir

10. Ministry of Information, Communications, and the Digital Economy - Dr. Margaret Ndung’u

11. Ministry of Mining - Hassan Ali Joho

12. Ministry of National Treasury - John Mbadi

13. Ministry of Energy and Petroleum - James Opiyo Wandayi

14. Ministry of Cooperatives and MSME Development - Wycliffe Oparanya

15. Ministry of Youth Affairs, Creative Economy & Sports - Kipchumba Murkomen

16. Ministry of Investment Trade & Industry - Salim Mvurya

17. Ministry of Tourism & Wildlife - Rebecca Miano

18. Ministry of Labour and Social Protection - Alfred Mutua

On Thursday, July 11, President William Ruto fired 20 Cabinet Secretaries and dissolved his Cabinet. He explained that this decision was due to recent public protests, which also led to dropping the Finance Bill of 2024. Here is the full list of the former Cabinet Secretaries: 

Returning Cabinet Secretaries and New Roles

Some Cabinet Secretaries have been reappointed but will serve in different ministries:

  1. Kipchumba Murkomen: Previously CS Roads, Transport, and Public Works, now nominated for Youth Affairs, Creative Economy & Sports.
  2. Rebecca Miano: Formerly CS Trade, Investment, and Industry, now nominated for the Ministry of Tourism & Wildlife.
  3. Alfred Mutua: Former CS Tourism, Wildlife, and Heritage, now nominated for Labour and Social Protection.
  4. Alice Wahome: Previously CS Lands, Public Works, Housing, and Urban Development, retains the same ministry.
  5. Aden Duale: Formerly CS Defence, now CS Environment, Climate Change, and Forestry.
  6. Soipan Tuya: Formerly CS Environment, Climate Change, and Forestry, now  CS Defence.
  7. Davis Chirchir: Formerly CS Energy and Petroleum, now nominated for the Ministry of Roads and Transport.
  8. Justin Muturi formerly Attorney General, now Ministry of Public Service
  9. Salim Mvurya formerly CS Mining now the Ministry of Investment Trade & Industry.
  10. Prof. Kithure Kindiki Ministry of Interior and National Administration retains the same ministry

Former Cabinet Secretaries Not Returning

Several previous Cabinet Secretaries were not reappointed, including:

  1. Njuguna Ndung’u - Former CS National Treasury and Economic Planning
  2. Moses Kuria - Former CS Public Service, Performance, and Delivery Management
  3. Zacharia Mwangi Njeru - Former CS Water, Sanitation, and Irrigation
  4. Penina Malonza - Former CS East African Community, ASALs, and Regional Development
  5. Susan Nakhumicha Wafula - Former CS Health
  6. Ezekiel Machogu - Former CS Education
  7. Florence Bore - Former CS Labour and Social Protection
  8. Ababu Namwamba - Former CS Youth Affairs, Sports, and the Arts
  9. Eliud Owalo - Former CS ICT and Digital Economy
  10. Simon Chelugui - Former CS Cooperatives and Micro, Small, and Medium Enterprises (MSMEs)
