The Millions Fired CSs Will Take Home After 21 Months in Office

Former Cabinet Secretaries will receive Ksh2.45 million each following their dismissal by President William Ruto.

According to regulations set by the Salaries and Remuneration Commission (SRC) under Article 230 of the Constitution, Cabinet Secretaries relieved from their duties are entitled to a gratuity of 31% of their basic salary for each year worked. This gratuity is subject to a 30% tax deduction.

For the first year in office, from November 2022 to the end of June 2023, the basic salary for Cabinet Secretaries was Ksh554,400. The gratuity for these eight months, calculated at 31% of the basic salary, amounts to Ksh1.37 million. After a 30% tax deduction, the net gratuity for this period is Ksh962,438.

In the second financial year, from June 2023 to June 2024, the SRC revised the salaries of Cabinet Secretaries from Ksh554,400 to Ksh574,200. The gratuity, calculated at 31%, amounts to Ksh2.14 million. After a 30% tax deduction of Ksh640,000, the net gratuity for this period is Ksh1.49 million.

Combining the gratuity and basic salary net of taxation, each dismissed Cabinet Secretary will receive a total of Ksh2.45 million. This calculation includes both the first and second financial years of service.

In total, all dismissed Cabinet Secretaries will collectively take home Ksh54 million. The SRC's guidelines provide a clear framework for the remuneration and compensation of state officers at the Cabinet level. 

CS’s who could be retained will not receive the gratuity.

President William Ruto on Thursday, July 11, dissolved his entire cabinet, retaining only Prime Cabinet Secretary Musalia Mudavadi and his Deputy President Rigathi Gachagua.  He said that this was in line with the people's demand for good governance after the anti-finance bill 2024 protests.

The Constitution of Kenya allows for a maximum of 22 ministries under and a minimum number to 14. This is as outlined under Article 152.  The President announced that a new cabinet would be named after thorough consultations across all sectors.
